On reboots there are no beeps at all.

Got a good power supply in there? Does that video card require a
separate connection to the power supply? If yes, did you remember to
connect it?

components that are installed are your power supply, processor &
heatsink, RAM modules, and graphics card. Nothing else. No sound card,
no HDD, no external devices - nothing else but those basic components.

Assuming it is...
You just have to review the installation & connections of those
components.
1. Are you certain the motherboard has been properly installed? Any
chance that it may be shorting out against the case because of improper
installation?
2. As far as you can determine, the processor is properly seated? Ditto
the heatsink? The CPU fan is turning?
3. The video card is likewise properly installed and correctly seated
in its slot? You've checked any power connection to the card per
Malke's suggestion?
4. You've checked & rechecked the motherboard's User Manual to ensure
its BIOS settings have been correctly selected? Any jumper settings on
the motherboard to contend with?
5. You've checked the connections to the system panel connector on the
motherboard?
6. Do you have a power supply tester that you can use?
Proceed slowly & in a methodical way.
If still no go and you conclude (after a thorough review) that as best
as you can determine all components have been properly installed and
connected, then the only realistic course of action is to substitute
components on a one-by-one basis with the goal of determining if one is
defective and if so, which one. I realize this is not usually possible
for the casual builder but there's really no other practical course of
action in this type of situation.

CD Rom try opens , power and HD lites come on , video card fan works.

I now only have the keyboard and mouse and monitor conectid to it.
The monitor does not get power fro the pc when i turn it on , the power
lite on the monitor just keeps flashing like it does when the pc is shut
down,never attempts to come on..
I should not need a HD hooked up for it to get to the BIOS should i ? (i
have never tried that before).
Almost seems to me like it has to be video card. I hear no beeps from
the mobo.

The fact that "everything lites up when i turn it (i.e., the computer)
on" is *not* a definitive indication that the PS is non-defective. But
it's a start so we'll assume (at least for the moment) that it's not a PS
problem.
As I previously explained -- do *not* connect a HDD at this point -- just
the basic components I listed.
It could very well be a defective or improperly connected graphics
(video) card. The only way to definitively determine that is to replace
the card with a known good one.

Hi all
I tried a different power supply and no go ,these are 400W , with nothing
hooked up i would think that is big enough.(am i wrong)
Shouldn't i be getting some beeps to tell me something is wrong?
Eaven when i don't plug in the keyboard i don't get no beeps.

I'll give this one last shot...
Forget about beeps, OK?
Follow my previous instructions and do the best you can. If still no go,
then my advice would be to take the PC in to a repair shop and let them
diagnose the problem. If defective component(s) then an RMA would be the
next step.
