You could create a limited user account for them on your system and then disable the network card
through your admin account, as limited users I don't think they can re-enable the NIC.

I would like to lock up the internet when I am not using it. I have a
DLS, and would like to find a way to lock access to the internet from
my kids. How do I do this?
