Are you using 40 or 80 wire ribbon cables?
Except that the old 40-wire, 40-pin IDE cables would support up to ATA-3 (33Mbps), also called UDMA-33. It was when you wanted to get UDMA-66, or higher, that you needed to use the 80-wire, 40-pin IDE cables to reduce the cross-talk between adjacent signal wires (provided the controller and drive both supported the higher DMA rates). However, the 80-wire, 40-pin IDE cables can still be used on the slower devices, plus they up data reliability due to better signal integrity.
