I dont know why you think you need to reconfigure the computer for XP to
recognise a DVDRW. XP will see the DVD RW as soon as it is installed. You
would have to install a DVD writing program to be able to write DVDs but
windows will see it before adding any software. You dont give enough info
about the type of DVDRW, how is it connected to the computer, what if any
errors have you got, does device manager see the drive at all and so on. If
as you say Nero sees it, what happens when you try and write with Nero?

so far the computer manufacture said it is a microsoft problem
I have looked for more info and the service packs are suppose to fix
