Kevin,
The machine that the pictures were made is a Win XP Pro using B's Clip
packet writing software. After I found that I had four cd's that I could not
open I tried them on four more different computers and could not open them.
The files were jpg. I had them on Memorex CD-RW 16x~24x cd's. Out of about
20 cd's there are four that are messed up. The cd players writers all do the
same thing when these disk are inserted. The light comes on and stays for
the most part and you can here the cd spinning fast but you can not access
the disk. The programs you use to try and open them become unresponsive. One
of the machines I used to try and open the cd's was a Win 98 machine with
InCD packet writing software.

I have four cd's I can not open. They are all the same kind RW 16x~24x.
The photos were taken with a Nikon 8800. I have accessed the picks many
times but now when I put them in the cd it just acts like it starts
reading and never stops. Any program I use to try and open them becomes
unresponsive while trying to open them. I have tried opening them on a Win
XP Pro B's Clip on a Win XP B's Clip and a Win 98 machine with InCD they
all lock up and become unresponsive. Last night I updated the firmware on
the XP Pro machine uninstalled reinstalled including all the updates. Does
anyone have an idea? Thanks.

What file format are the pictures in? You mention InCD. This implies
that you used InCD (and Nero Burning Rom) to format the disks and burn the
photos to them. You will need to use InCD to read them until they are
finalized. What is "Win XP Pro B's Clip"? I've never heard of such a
thing.
