I tried another mouse to no avail. Device manager reports mouse is enabled &
functioning properly. To recap: right mouse key will close explorer window
except when in safe mode. Otherwise, mouse works as it should in all other
cases.

Try another mouse, they are cheap enough..
You cannot access the Internet in Safe Mode. You can access the internet in
Safe Mode w/Networking, but not a good deal. Trying to access the internet
in Safe Mode with Networking is not a very safe thing to try to do. Your
firewall and antivirus software may not work.
See if there are any problems with your mouse in the Device Manager, like
drivers.
Open Device Manager...
Start | Run | Type: devmgmt.msc | Click OK |
Scroll down and click the [+] next to Mice and... |
Double click your mouse
Device Manager Device Conflicts
[[A black exclamation point (!) on a yellow field indicates the device is in
a problem state. Note that a device that is in a problem state can be
functioning.
A problem code explaining the problem is displayed for the device.
A red "X" indicates a disabled device. A disabled device is a device that is
physically present in the computer and is consuming resources, but does not
have a protected-mode driver loaded.
A blue "i" on a white field on a device resource in Computer properties
indicates that the Use Automatic Settings feature is not selected for the
device and that the resource was manually selected. Note that this does not
indicate a problem or disabled state.
A green question mark "?" in Device Manager means that a compatible driver
for this device is installed, indicating the possibility that all of the
functionality may not be available. ]]

I did update my anti-virus and ran it in safe mode. I had not thought
about running anti-virus in safe mode. A curious thing. I opened explorer
in safe mode and mouse worked perfectly. I rebooted and opened Explorer
in normal Windows and right mouse key closed the window without being
logged on to internet. The problem may not have to do with logging onto
internet. I had not opened explorer without logging on to internet
before. Another note, I have had to go to safe mode to install a couple
of applications. I tried logging onto the internet from safe mode, but
could not. Still have problem but you sure helped to narrowing it down.

why logging onto internet would change mouse behavior.
