Hey Jason, thanks for getting back to me...I was starting to wonder if my
Technet connection was working?
Okay so here are the results for the two tests you had me do.
#1) Ran the SFC commands as instructed, no changes, rebooted, still no
changes.
#2) Booted to safe mode, the recording device is still missing the recording
tab, and the send-to option by right clicking on a file is not available
(must be in safe mode) to be able to send to CD Rom
In safe mode I deleted the drive, and rebooted again, allowed it to boot
normal, and allowed windows to reinstall the drive.
Still nothing...
The IMAPI service is set to manual, and would normally start when needed,
this is the default install of the service on this particular machine. I
have (as mentioned before) another Notebook which is exactly the same in
terms of hardware, and the services and regedit enttries as outlined in
several of the KBs ref'ed, both machines are set up the same, but there must
be something that is altered somewhere for windows to not see it as a
recording device.

From the post I understand that you unable to burn CD using windows XP
burning application. If I have misunderstood your concern please feel free
to let me know.
It seems that the MAPI CD-Burning COM Service cannot start normally which
could cause the issue. Manages CD recording is using Image Mastering
Applications Programming Interface (IMAPI). If this service is stopped,
this computer will be unable to record CDs. If this service is disabled,
any services that explicitly depend on it will fail to start.
Base on my research I would like to provide you with the following methods.
Suggestion 1: Use SFC command to perform System File Check
1. Click Start menu -> Run menu
2. Type "CMD" without quotation marks
3. Type the below command
SFC /PURGECACHE
SFC /SCANONCE
The first command is used to purge the file cache and the second command is
used to scan all protected system files during the next boot.
4. Restart your machine. System will scan all protected system files once
at the next boot.
If the issue persists please go to next.
Suggestion 2: Please boot the system into Safe Mode environment and test
the issue. Safe Mode loads a minimally protected-mode configuration,
disabling Windows device drivers and using the standard VGA display
adapter.
1. Restart your computer and start pressing the F8 key on your keyboard. On
a computer that is configured for booting to multiple operating systems,
you can press the F8 key when you see the Boot Menu.
2. In "Windows Advanced Option Menu", use the arrow keys to select Safe
Mode with Networking, and then press ENTER.
3. If you are running other operating systems on the computer, click
Microsoft Windows on the list that is displayed and then press ENTER.
