Ok, I wont use the 16mb video card then. I've got 512 mb of ram now,
sharing 64 with the on board, so maybe I could just cut down on on board
shared memory to get more system resources.

Yes.
For starters, 1X AGP and 8X AGP require different voltages.
You are putting a 16" tire on a 13" wheel and wondering why the tire won't
stay on the wheel.

I just got my 16mb Nvidea Vanta video card, I put it in my system (low
profile, AGP) and my system will boot, but when it goes to load windows
it stops. This card is only capable of 1X agp, my board supports up to
8x could this have somthing to do with why it wont work?
