I am running Windows XP Home SP2 on two computers.

contains 15 Mb of files. I also see that the capacity of the disk is 15

Properties I see that the Cd contains 386 Mb of files. I also see that the
capacity of the disk is 386 MB.
This is true on both computers with drives from different manufacturers. I
have run a Nero utility which indicates the proper numbers.
Why XP don't count no good on Cds?
Windows XP is counting properly, if these are CD-R discs.
To have a workable CD-R disc, the disc has been closed.
Thus, the copied volume size is the burned disc size. But
a blank, unburned CD-R disc may be listed as 700 MB.
OTOH, a CD-RW disc will show unused disk space and its
formatted size under properties. Don't confuse the 2 types
of burnable CD discs.
