Something is amiss with your hardware installation, otherwise you
would at least get something visible on the screen from the BIOS Post.
Diskconnect all of the disk drives (both power and data cables) and
remove all of the accessory cards except for the video card. Unplug
the keyboard, mouse, printer, and anything else connected to USB,
serial or parallel ports. Then try starting up the computer.
If that doesn't work then remove the video card and the RAM and try
again. But make sure the PC speaker (and nothing else) is connected.
You should get a "no RAM" signal from the BIOS, which is usually a
long, low beep.
If that happens then put the RAM into place and try again. You should
now get a "no video" signal which is usually a series of short, higher
pitched beep.
And if you don't get a "no RAM" signal then something is amiss with
the motherboard or the CPU.
Good luck
