Laptop modem problem

I was recently on holiday and needed to use my dial-up modem to collect
emails. After working fine for four days I began to get error 633 - modem
already in use. The only way I could get the modem to work was to uninstall
it and then re-install. This solves the problems but only until I re-boot!
In device manager the modem properties claim that the device is working
properly.
I have searched the Microsoft Knowledge Base and consequently downloaded the
latest drivers (they were actually the same date as the ones I already had)
and re-installed but the problem persists. I now also get error 797.
I have never installed any Palm Desktop and Synchronization Software so
this cannot be the cause.
The laptop has Windows XP home and the modem is a PCtel HSP56MR-M8375.
Any help with this problem will be greatly appreciated.
