'Access is denied' message while installing graphics driver

While installing a driver for a new graphics card (Asus A9250 Ati Radeon) the
message 'An error occurred during the installation of this device. Access is
denied' appears at the end of the installation. Through searching the
internet I have found other people with similar problems and they suggest a
registry problem associated with XP SP2. Any thoughts? I have uninstalled,
disabled and you name it with the previous graphics card, and I have the
latest driver from Asus. Still no go. when I uninstall previous cards I have
to press F8 to go to a previous version which worked and reinstalling the old
graphics card.
