No, we'd tried that already.

As it turns out the problem was a driver that someone had installed
for a Creative wireless keyboard. I uninstalled the creative driver
and the problem went away.

The system was supplied with loads of stuff installed, it looks like
the system builders had just mindlessly installed every single thing
on the CDs that came with the hardware.
