I wanted to add a postscript. The floppy drive did finally install correctly. What happened?
When I plugged in the USB floppy, it greased the skids and the internal floppy appeared in "My Computer". I decided to keep the USB floppy since I had already pulled the internal floppy.

Why does the drive not show up in the File System?
About a year ago I installed a USB external burner and had the same problem as you are,turns out I didn't have the new drive checked in tweakUI.
Do you use TweakUI?
