DPVSETUP.EXE is an XP system file, "Search" with correct spelling should
find it (mine's in the "system32" directory. When you've found it, double
click on it to run it.
Having run it - on your desktop (default setting, anyway) there should be an
icon for Sound Recorder (MS program).
Connect yr mic, start Sound Recorder, press the record button, chat a bit.
Stop and replay - if that doesn't work, post back.
