Please help

I have an XP client that has device drivers installed locally for some
custom PCI devices.

I am trying to run repeated automated tests on the PCI devices. After I
UNINSTALL and readd the PCI device, the system detects the card and uses the
locally installed driver. It works correctly when I am plugged in to the
internet or when the network cable is disconnected.

However, if the network cable is connected and the XP client is on an
isolated non-routable subnet, the Add Hardware wizard appears to hang
anywhere from 20-40 minutes before it completes the reinstallation of the
newly added card using the local installed device drivers.

WHY DOES IT DO THAT?

sniffing the isolayed network shows that the machine is timing out after
trying to make a connection to a Windows update site. Windows update is
TURNED OFF. Why is this still happening?

The moment I unplug the network cable, the XP client completes the
installation almost immediately.

Does anyone have any ideas???
