2) You *still* haven't described a problem, as far as I can see. It's not
unusual during the boot process for the light to go from amber (no video
signal present) to green (video signal present). Is there a significant
delay you haven't told us about? Why does this concern you to the point that
you're ready to return the monitor? What makes you think the monitor is at
fault (if indeed there is a problem)?
