There are two things that control the refresh rate like this. First is
the drivers for your video card, second is the drivers for your monitor.
  If you have installed drivers for your monitor, this may be the
problem. I would change the driver on your monitor to a Plug and Play
Monitor. You can also try updated drivers for your video card. I
suggest the Omega Drivers from www.omegadrivers.net as these allow you
to disable the drivers grabbing the DCC information from the monitor.
This will allow you to have all resolutions and refresh rates (some of
which may not work).
