There is a way to completely disable this, but it would affect your
current connection. What wireless card are you using? If you use the
tool that came with the card instead of the one built into Windows, you
may be able to avoid this problem.
Your other option, which I would highly recommend, would be to change
the channel that your router runs on. The default is usually 6, but I
would change it to something like 8 and use at least WEP encryption.
This will keep your neighbor from using your internet and should prevent
finding multiple networks as it should only search on channel 8 (you may
need to manually set this).
