The mothod being used "through the internet" is confusing me. Are you
talking about the cursor changes when you visit certain websites or
something like that? I have searched for a while looking to find a way
to lock the cursor in Group Policy Editor and Google and came up with
nothing. That may be a fun goal for developing a software program, but
it would have to monitor the cursor constantly and refresh it which
would probably start to take a toll on the CPU usage and system performance.
You can restrict access to the Control Panel where the Mouse Options are
to change the cursors if you like. This can be done in Group Policy
Editor. Click Start-Run-Type gpedit.msc and click OK. That option is
under the User Config-Admin Templates-Control Panel.
