Try this, Open the device manager and delete ALL USB ports
and hubs, this will clear the currently loaded drivers for
1.1 and 2.0. Disconnect all the USB cables. Reboot. This
should install one set of correct drivers.
You my be well advised to also uninstall the scanner and
install the scanner software before you connect the scanner.

Also, check the BIOS to see what the USB settings are
currently.
