Only other thing I can think of is to check in Group Policy Editor.
Click Start-Run-Type gpedit.msc. Now expand User
Configuration-Administrative Templates-Control Panel-Display and check
and make sure none of those options have been changed.

If that doesn't work, try doing a repair installation by booting off
your Windows XP CD, choose to Install, it should search and find your
existing installation and offer to repair it, press R to repair, and it
should be fixed after that.

Hopefully one of these two work for you. I would much prefer the first
one be it :)
