Well, assuming you have all the jumpers and cabling correct, have you
tried installing the latest chipset drivers for your motherboard? Also,
you can try updating the firmware for your CDRW/DVD drive
(http://forum.rpc1.org/dl_firmware.php?download_id=1761). Finally, check
the settings under all IDE Controllers in Device Manager (Click
Start-Run-Type devmgmt.msc and click OK, expand ATA\ATAPI Devices, right
click on an IDE Controller and click Properties, go to the Advanced tab,
and try DMA if available).
