Go to control Panel and click the Sound and Audio Devices Icon.
Click the Volume tab, uncheck the box "Place volume icon in the taskbar" in the Device Volume area.
Click Apply and OK then reboot.
After reboot, recheck the box, click Apply and OK and then reboot.

Greetings, XP-PRO seem to have a problem loading programs during
boot. I have heard that during the boot sequence too many programs are
attempting to load too fast and some are missed and not loaded. The
volume control icon does not appear near the clock with other loaded
programs, even though the box in the sound setup box is checked to
"display icon". Also the icon for the keyboard "Logitech" will not
load, and the check box to display icon is checked. Is there a way to
slow down the loading of programs during boot, by placing a pause
between each program to load? If so, where and how could this be
accomplished? Or would it be possible to rearrange the programs during
boot to load in another sequence and place problem programs in the front
of the load list? Or, has Microsoft crafted a fix for this common and
often reported problem? If so, where can this fix be obtained? There
is no mention of this problem on any of the MS help sites. MS has
posted a fix to missing icon's that do not relate to this same issue
(there are no missing or bad .dll files in this case).

All sound functions operate properly. The volume can be adjusted with a
volume control icon placed on the desktop or from the volume properties
option. DX9 reports no failures or problems in all audio tests. Volume
sliders on all audio applications function normal. All required .dll
files are loaded and appear to function. There are no error messages
regarding missing or non-loading applications related to the volume
     control in the taskbar/notification area.

I can open the sound and audio icon in the control panel and unchecked
the "show volume icon" and then place a check mark in the show icon box
and the icon appears next to the clock and remains there until the
     system is rebooted or restarted.

Where are the programs to load during boot read from? Using MSCONFIG
there are many tabs that are listed and many files listed, but I do not
see a reference to the volume control.

System Info: 2.53Ghz Intel CPU, Asus P4S8X mobo, 1G PC-2700 RAM, Two
80G serial ATA seagate drives in RAID-0 configuration, MSI Graphics
board and the usual CDRW, DVD, FLOPPY stuff.

Thank you in advance for your time and consideration.
