That is normal. The surplus compound is driven away by the pressure of
the heatsink on the CPU. The compound is only necessary to fill tiny
cavities between the CPU and the heatsink.

No, usually not. Unless you have a heatsink with a chunk of soft metal
on the underside.

Yes. You can buy compound in most computer stores. Note however that
you only need a very small amount, the heat flow will be blocked by to
much compound.

I don't think so, a faulty processor usually keeps the computer from
doing anything.
