It is doubtful that it is anything other than a hardware or video driver
problem, which can be resolved by reinstalling the video driver.
This might be a line of pixels frozen ("hot") on green.You can test the
frozen pixel theory: it should show up no matter what color background
except green and should be invariant with software that is running. If
the laptop is under warranty, the LCD might be replaceable.
