HD Capacity Limit in XP

Here's my question, plain and simple:

   Is it possible for me to install a copy of Windows XP Pro without SP1 on a 250GB HD and keep the full capacity? If so, how?

I have BIOS that recognizes the full capacity.

This shouldn't be this difficult. Up to now, XP has been awesome, but this is a total nightmare.
