Try this way:
Use the old vedio card and start the computer. Re-install the nvidia drivers when prompted and then reboot.
After reboot, check to ensure the drivers has been installed properly.
Right click on desktop/properties, change the display resolution to VGA mode and do not reboot now.
Go to control panel/add or remove program and remove the nvidia drivers and then reboot.
After reboot, if the display adapter is VGA, it is OK then shutdown the PC.
Remove the old display card and replace with the ATI card.
Restart the computer, temporarily disable any antiVirus software and must not run any application.
Double click the catalyst driver icon and let it run automatically, do not disturb until you are prompted to do so.
Post back if you still encountered problems.
