Your mouse will remain on if your motherboard supplies power through the
PS/2 port.
That is by design so that your mouse can be used to wake up/turn on your
computer from an off/sleep/suspend stage.

If you want to disable this, you'll need to find the appropriate switch to
disable in your bios (it'll be something like wake via ps/2 or something
like that). For some motherboards, you may even have to change some jumpers
to completely cut off the flow of power to the ps/2 port when the computer
is in a down state.
