Enumerator,Programmable interrupt Controller.Everyone knows for
Example Where and what is PCI Bus but no one knows about the locations
and functions of foresaid devices. Why microsoft didn't put any
descriptions about these devices in it's windows help or it's website?

Most of this is motherboard related. And motherboards use different
chipsets, video chips, CPUs, etc. So Microsoft has no business telling
you about such things. PCI Bus for example is part of the input/output
chipset. Intel uses two, called Northbridge and Southbridge. PCI is
connected to the Northbridge one. Keyboard and mouse is connected to the
Southbridge one.

All of this stuff doesn't matter to most people. Only high level techs,
programmers, and engineers needs to know this stuff. Your average
computer user does not need to know. Much like you don't need to know
the individual parts of refrigerator either to use one.

So what I am saying is if you have to ask, you have to learn all of the
internal parts of a given motherboard. And if you knew this, you
wouldn't be asking about them anyway. See what I mean?

By the way, Google will tell you about any questions you have about the
above items if you are interested.
