There are many programs that can secure wipe the free space on your drive. Removing the file names of previously deleted files, however, is another matter. This cannot practically be done with the NTFS file system. See the explanation with the utility below for more information.

There were (and probably still are) utilities that could clear file names in FAT systems.

As far as the file system design that leaves deleted files recoverable, this is not due a lazy designer. The Master File Table is quickly updated to show the previously used space as now available. It would be much slower and more inefficient for the Operating System to overwrite every file deleted.

I want a program which will scan the drive or folder for any files I have deleted and erases their traces entirely.

I have tried:

I deleted all my files and then ran the ccleaner utility with three pass wipe.

I then ran the recuvra utility which recovered these files.

Now, is there a utility which scans for all recoverable files on the hard drive (or directory) and then not only makes the file non-recoverable, but deletes the filename index too so that its name is also destroyed.

Personally I think it is ridiculous that any file should be recoverable at all in the first place. If you deleted it accidentally - TOUGH! Be more careful! Back it up. It seems that whoever designed file deletion was lazy in not developing a file deletion to remove the entire record.
