Sounds most likely that is my case.
I tried stopping some services but then msconfig would continualy prompt me
at reboot or start up to start in normal mode with all services running.
I wish I knew which services to stop running and how to completely remove
the Norton Internet Security folder I just found.

You do understand that OEMs load down PCs with lots of
unnecessary apps that load down a PC and cause an overall
loss of performance.

Many PC technicians will take brand new PCs and remove these
value added programs from a new system. It's likely since the day
you took it out of the box it's never worked in a optimal way.

The IE-8 crashes are most likely due to Add-ons ( extensions of
the browser's native capabilities ). These are things like Java, Flash
,Shockwave, Toolbars.....Excepting the toolbars you want to have
the latest version of these add-ons installed for IE.

It's hard to give you a definitive place to start, but I'd use AutoRuns
to review and evaluate what Startups & Watchdogs your PC loads.
With what you have loading I'm not surprised the system is unstable.
