NEVER use registry cleaners. The consensus here is that they never do any
good and they frequently do harm, as you just found out.
You may be able to restore the boot by using this proceedure:

If you can get back to a desktop, restore the backup copy of your registry
that Power Cleaner made before it ran; if it made one. You'll be lucky if it
actually did make a backup. If not, Use Windows System Restore.
