Windows always lists things (files, folders, whatever) in alphanumeric
order. That is how it has always sorted things, and it is very unlikely
that MS will change the process.
Sorry, that's not true. The order of the things listed in Windows
Explorer can be changed easily. Here are two ways:
1. Go to View | Sort By, and choose the order you want.
2. Just click on the header of the field you want to sort on. Click it
a second time to change the sort from ascending to descending, or vice
versa.
I greatly prefer the second method, since it's so easy.
The only way to get the order that you want is to rename the folders such
that the names are in alphanumeric order.

I thought that the OP arranged the order of appearance by just moving the
files/folders around on the desktop. I. E., without regard to file/folder
names. I thought that the OP believed that this particular ordering would
stick. I don't believe that is the case.
