Firewall/Ics control panel

Cant access cpl gives and error msg of windows firewall settings cannot be
displayed because associated services notrunning
Do you want to start firewall/ICS service
and I click yes but services never do start, I go to services and firewall
says its on auto startup but not started, when you do click on start error
msg says:

Could not start WF/ICS service on local computer
Error 1086: the dependency service or group failed to start.

So i go to dependencies tab and open it, it says Win32: the dependency
service or group failed to start. This happens when i click on every
dependencies tab on everry service

Imported wscsvc.reg but did help
not sure what to do now
