GPMC gives you a report of group policies set

Is it for tis only user or affects all users on the same machine? If one then it's not GPO unless they reside in a different OU

I have a user issue i'm trying resolve. Whenever she clicks any links in her
email she gets a "The operation has been canceled due to restrictions in
effect on this computer. Please contact your system admin. "

It is obviously that there is some group policy or something rather running
on this machine. How can i see what group policies have been enabled on this
machine. Is there a quick view of any group policies that have been
configured and enabled? Thanks very much for your help guys. I do have
admin rights so not an issue. Also, have admin rights on the server as well.
