Expanding a partition does not cause such issues. Check to see if there are
any bad sectors on the disk or if the file system is corrupted. do a chkdsk
/r on the HD. If this takes a long time then you have bad sectors and the HD
will need to be replaced at sometime as to not lose your any data.

I used a third party software to expand the partition of my C drive
(Windows
XP Pro). It was successful. But after that Windows takes a long time to be
fully loaded on every reboot. Also, the Windows Start sound is disrupted
and
not as smooth as before.
I went to delete some of the start up programs, but still it did not help.
Anyone has a solution to this? Many thanks.
