Virtual Machines have BIOS setup just like a physical PC. When
you start a VPC machine you'll need to press "Del" to enter BIOS
and setup the Boot Sequence ( CD, Hard Disk ).
No true, there is no reason to enter the BIOS of a .vmc to set any boot order to be able to install an OS.
Next you'll need to insert your OS disk in the Optical drive. When
the VPC starts it's sometimes necessary to click the text option"CD"
and click the "Use Physical Drive _". If done correctly, the optical
will spin up and begin the OS setup routine.
If the OS is being installed from an OS install disk, selecting CD > Use Physical Drive is all that would be needed. Otherwise if the OS install is an .iso image file then selecting CD > Capture ISO Image... is needed.
