'Quick Launch' bar, will all have to go through the process of choosing

right-click on taskbar > choose 'Toolbars' > 'New Toolbar' browse for
the folder called "Quick Apps" (as you called it).
That's not what the OP wanted, is it? He said he wanted an 'All Users'
'Quick Launch' folder (like the 'All Users' 'Desktop').
But what you are suggesting involves each user having to set up and
browse for the 'New Toolbar'
Albeit that the folder full of desired shortcuts had already been made.
I really don't think that is what he had in mind....

Umm...move the Quick Launch folder (or a shortcut to it) somewhere
under "All user"? Maybe in All Users-Start Menu-Startup? If it
doesn't work, this will...
1. Make a folder under All Users. Maybe name it "Quick Apps".
2. Populate it with shortcuts to whatever
3. Right click the taskbar
4. Select "Toolbars"
5. Select "New Toolbar..."
6. Browse to and select the folder you made and OK out.
