Once their user profile is created, they have their own Quick Launch
setup - I don't think you can put a new QL option in one place and
just have it magically appear for everyone. What you see in the QL
area is an existing folder created when the user is created.

All the QL stuff for users is just a folder here:

C:\Documents and Settings\<User Name>\Application Data\Microsoft
\Internet Explorer\Quick Launch

You could put in the default user profile so that when new users are
created, they will automatically have it some QL icons.

Perhaps knowing now where the folder is that contains the QL shortcuts
will speed up your deployment.
