In safe mode everything has returned to normal when I login as
Administrator.

go to start>>run>>gpedit.msc .
you would get a dialouge box named group policy
in tat click user configuration , under which click on the
administrative template.under which click on the control panel option.it
would display the properties under which click on the prohibit access to
control panel and mark enable option..thats it..close the group policy
..now click on the start menu u will find the control pannel option and
the time can be adjusted..
its working i tried tis..."
