Start; Settings; Task Bar and Start Menu.
Click the StartMenu tab.
Cick Customize
Scroll to the bottom of the Advanced Start menu optioins.
Put a tick at Scroll Programs.

Now, instead of filling and overflowing the screen, the All Programs
display will be in one long column on the screen.
Hover the mouse over the ^ or v at the top/bottom of the list to get
it to scroll so you can see the rest of the programs what won't fit on
the screen.

Next, decide whether you want to stay with that or fix it so you can go
back and remove the tick mark you just added to make it scroll.
To make the list shorter, the easiest way is to create folders to
conatin some of the links you currently have. Say I have 12 games: I'll
create a new folder and name it Games. Then I'll move all 12 of my
games into that folder. That takes away 11 entries (12, -1 for the new
folder, = 11) from the list.
Now say I have a bunch of graphics programs. Create a new folder
called Graphic Progs and move all of the graphic programs into it. Now
the list is shorter again.

Keep it up until you get the list short enough to remove the tick at
Scroll Programs and be able to see it all on screen.
Now when you click All Programs, you'll see that folder. Hover your
mouse over it, and the files inside that folder will flyout, ready to be
clicked.

There are some other things could be done, but none as effective as the
above.
