First thing to do, is check the BIOS settings.

"ACPI Suspend Mode (or ACPI Suspend State)
* S1 State
* S3 State <----------------------------- You want this one.
Specifies the ACPI sleep state."

Next, check the Device Manager. Check the properties of the
"Computer" entry. It should say ACPI in the name. (Like
ACPI Multiprocessor or ACPI Uniprocessor.)

It is possible to override the HAL choice, during the installation,
but chances are you would remember doing that (i.e. pressing F5).

You can use a copy of "dumppo.exe", in a command window, to list
the capabilities currently available in the OS.

More information on dumppo, is here. Dumppo is useful for situations,
where the BIOS is set correctly, the "Computer" entry says ACPI, and
yet Standby is still not working. S3 Standby Suspend To RAM, should cause
the fans to go off.
