Can you use System Restore to a previous time? Refer

If the above does not work and you are able to Start -> Run -> cmd.exe to
open a command prompt
And run the following commands
reg delete HKCU\Software\Microsoft\Windows\CurrentVersion\Policies
reg delete HKLM\Software\Microsoft\Windows\CurrentVersion\Policies
This will remove policy settings on your computer.
