do you think it's safe to just disable the alert?

yes there are error reports for all these security alerts. They all have
this same message.

Event Type: Error
Event Source: SecurityCenter
Event Category: None
Event ID: 1802
Date: 2009-05-08
Time: 3:46:46 PM
User: N/A
Computer: HOME
Description:
The Windows Security Center Service was unable to establish event queries
with WMI to monitor third party AntiVirus and Firewall.

For more information, see Help and Support Center at
http://go.microsoft.com/fwlink/events.asp.
Data:
0000: 05 00 08 80 ...?

Also finding many!!! (well over 100 every day) dcom errors:

Event Type: Error
Event Source: DCOM
Event Category: None
Event ID: 10010
Date: 2009-05-08
Time: 5:22:35 PM
User: NT AUTHORITY\SYSTEM
Computer: HOME
Description:

DCOM within the required timeout.

For more information, see Help and Support Center at

Is there an Event Viewer Error report?

Have a look in the System and Application logs in Event Viewer for
Errors and Warnings and post copies here. Don't post any more than 48
hours ago.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Right click on the Report in
the list and select Properties. In the window, which appears are three
buttons towards the top right of the window. The top one has an arrow up,
underneath is an arrow down and third is a button resembling two pages.
Click the button and close Event Viewer. It is not obvious but this
action places a copy of the report in your Clipboard. Now start your
message (email) and do a paste into the body of the message. Make sure
this is the first paste after exiting from Event Viewer.

Hope this helps.

Every time I boot up I get a "Windows Security Alert" No Firewall or
Antivirus is installed on this computer.

Obviously I have these installed and updated. I am always on top of
my pc security. Also I run windows update often and keep my AV
updated. I also run bi weekly scans of Malwarebytes, spybot,CCleaner &
Ad-Aware.
so is this just windows being windows? or perhaps some new malware
that has not yet been updated?
