That had been suggested, and the OP replied that he had tried re-downloading
and re-installing it and it didn't work. That was why I was asking him what
in particular he had done to solve his problem.

Image Resizer is one of the applications offered from Microsoft PowerToys
for Windows XP:

You can download and install it from the above website. After
installation
just Right click on the image file (.jpg) and select the size you wish.
