CD at startup? If not any ideas on how to fix this?

You should not use a Vista recovery disk to try and fix XP.

Why can't you get into the BIOS? What happens when you try?

Perhaps your friend should take his machine to a competent local computer
tech. I don't recommend using a Big ComputerStore/GeekSquad type of place.

If you friend doesn't wish to do this, he (or you if you have the skills)
should:

1. Back up his data to an external hard drive using a Linux Live CD or
Bart's PE rescue disk.

2. Test the hardware thoroughly -

3. If any hardware is bad, replace it if feasible (won't be if it is the
motherboard on a Tiny computer).

4. If all hardware is good, do a clean install of Windows with the
installation media (or method) that came with the Tiny.
