Tech-Archive recommends: Fix windows errors by optimizing your registry

If I try to click on a link from a trusted email. I get a message stating "
this operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator"
I also have an issue that sometimes Outlook will not open. I am running XP
Pro Service pack 3.
Sometimes I get error "thornconnwinclass"
Does anyone have any ideas.
