Your security software is the cause of that problem. Just to test it,
turn it off from auto-starting and see what happens. You shouldn't
have it on at start-up anyway, just turn it on before you go online.

If you're on a high-speed router, you're on line the moment
you start. I'd consider taking this advice only if I were still
on dial-up. Otherwise, I'd pull the phone jack at some junction,
such as the surge suppressor, or pull the network plug from the
back of my machine before attempting such an experiment.
