I believe you can just turn off the volume shadow copy service and
reboot; this will disable system restore. You can then defrag with
Diskeeper to get a more comprehensive defrag.
I used to run DK'09 Pro when I had vista, and it was recommended to use
the VSS option if the shadow copy service was enabled on the volume.
This would minimze the loss of older shadow copies, but the defrag would
not be as comprehensive as that run on a shadow copy-less volume. Worked
quite well I must say.
